About Us
Monique Boudreaux-Kelly, PhD

Monique Boudreaux-Kelly is an epidemiologist with more than 20 years of experience applying rigorous research methods to complex, high-stakes questions - across traditional and non-traditional fields alike.
She holds a PhD in Epidemiology from the University of Pittsburgh. Her career spans medical writing inside a contract research organization, postdoctoral research, and 15 years at the U.S. Department of Veterans Affairs - where she developed deep expertise in electronic health records data and biostatistics before serving as Director of the VA Pittsburgh Healthcare System Research Office StatCore from 2022 to 2026. She is CITI Training certified in VA Human Subjects Protection and HIPAA compliance.

Dr. Boudreaux-Kelly founded EpiLens LLC on a simple premise: the same data tell different stories depending on the lens you use to examine them. Epidemiologic methods developed for population health don't stop being powerful when applied to law enforcement patterns, policy outcomes, or organizational decision-making. The lens changes. The rigor doesn't.
Her clients include law enforcement agencies, healthcare organizations, and policymakers who need complex research translated into clear, actionable intelligence - delivered as finished documents, not ongoing engagements.
